Process-Discovery Action-Panel Operator Guide

Audience: governance owner (president), operators, and AI/Agent reviewers working the AX-PROCESS surface in Registries-Pivot. Date: 2026-06-04 · Companion to the Process Axis AI-Review / Action-Panel closeout.

Why there are no checkboxes

A checkbox invites a careless click that mutates canon. The Process Axis replaces it with deliberate option buttons: each button states what it does, whether it mutates canon, whether it needs the president, and shows a preview before anything happens. Every click writes an audit row first.

The four panels

  1. Queue — one row per actionable subject (PROC-OWN-01..05, candidates, axis, pivots, events) with its AI review state and recommended action.
  2. Evidence — component graph, dry-run/correlation, owner gap, events, RP/canon state, policy gaps.
  3. AI review — the independent verdict (PASS / NEEDS_MORE_EVIDENCE / FAIL), gates, risk, and the irreversible-births warning.
  4. Actions — the deliberate buttons.

How to act (the safe loop)

  1. Read the AI review. AI reviews every subject before you act. PASS = ready for your decision; NEEDS_MORE_EVIDENCE = do not approve yet.
  2. Preview. Click any action → preview modal shows: what changes, birth/canon side-effect, rollback caveat, blocked gates, and the exact backend function. Read it.
  3. Decide.
    • Review actions (request evidence, confirm non-canon, reject, request split, send to governance) — non-mutating, reversible, may be delegated to AI.
    • Approval actions (assign owner, approve birth, activate events) — mutate canon, are unretirable, and require your president vote. No AI or delegate can perform them.
  4. Confirm. Approval actions require explicit confirmation after the preview.

Delegating to AI (optional)

You may grant a scoped, expiring delegation (DELEGATE_BATCH_TO_AI): pick allowed review actions, a subject scope, a max item count, and an expiry. The delegate AI can clear review work (mark reviewed, request evidence, reject weak candidates, prepare packets) but can never approve, assign owners, birth, canon, or activate events — those stay yours. Revoke any time.

Reading the irreversible warnings

  • job:cut birth = 1 unretirable process.
  • AX-PROCESS canon = axis ACTIVE + 14 unretirable pivots (do it staged).
  • dot:kg split = 10 unretirable processes — hold until a REAL_RUN verifies dot:kg.
  • process. events* = activate after the first process birth so events have a real subject.
