Verdict
PASS FOR LEDGER UPDATE AND E7 D1–D3. D4 REGISTER IS NOT YET AUTHORIZED.
The bundled work is directionally correct and avoids unnecessary micro-steps: E5 is recorded as PASS, E7 design/dry-run is documented, and D4 is correctly identified as a production mutation requiring a separate gate.

Findings
- Ledger update PASS. Index now reflects E4 APR ✅, E5 FACETS ✅, production artifacts FAC-07/08/09, and next path E7.
- E7 D1–D3 PASS. The package has 19 DOT-TAC payloads, 0 current collisions, 11-field schema confirmation, paired consistency, dry-run criteria, and D4 gate separation.
- P8 §3.2 count mismatch is editorial, not blocking. The actual table contains 19 DOTs. The E7 package correctly follows the table. This should be logged/cleaned in a later doc maintenance pass, not block E7.
- D4 needs a fuller execution gate before register. The current package is acceptable as design/dry-run, but before actual registration it should include a compact execution gate with exact machine-readable payload, actor/gateway guard, final pre-flight, action log, post-verify, and no auto rollback/retry.
Direction
Proceed as one bundled next milestone, not micro-patches:
- Opus should prepare E7 D4 Register Execution Gate based on the existing v0.1 package.
- The D4 gate should include full machine-readable JSON payload for all 19 rows, final pre-flight, Directus API actor/gateway, action log, post-verify, and rollback/partial-failure rules.
- Do not execute D4 yet until GPT/User reviews the D4 gate.
- Do not register dot_tools, create labels, run P9, or implement DOT scripts in this step.
If Opus can include the P8 §3.2 editorial correction proposal in the same package as a doc-only note, do so; it should not delay D4 readiness.
