Residual note

Direction

Proceed with a bundled ledger-and-next-readiness update, not further micro-patches:

1. Update Đ38 index/status/handoff to mark E4 APPROVED and E5 PASS, including the E5 action log path and production artifact IDs 8/9/10.
2. Prepare the next milestone package for E7 dot-register v2 design/dry-run/readiness, with E6 Tier 1 re-run planned after E7 or as a bundled post-remediation verification step.
3. Do not create taxonomy_labels/entity_labels, do not run P9, and do not register DOTs unless a separate gate authorizes those production mutations.
