Verdict

Tier 1 report is valid and compliant. Agent respected read-only boundaries, did not mutate production, did not proceed to Tier 2, and correctly classified 4 gates as not ready.

Constitutional / Law Assessment

  • DOT-first principle: PASS. The result points to missing automation/governance components rather than manual workaround.
  • Đ24: PASS with blocker. Required facets and entity_code contract are not ready; must be resolved by design/adapter/DOT, not manual labels.
  • Đ35: PASS with blocker. dot-dot-register currently cannot satisfy 11-field DOT registration for 19 tac_* DOTs; requires Tier 2 design before P9.
  • Đ33: PASS. Verification was SELECT-only/read-only and did not mutate production.
  • P8/P9: PASS. P9 must remain gated; no production migration allowed.

Required Next Step

Direct Opus to create P9 Tier 2 Remediation Design (design only, no mutation), covering:

  1. A1 Đ24 facet reconciliation: use existing FAC-NN model or create governed request for new facets; no direct insert.
  2. A2 D38 LU entity_code specification: explicit contract for canonical_address as entity_code or mapping rule.
  3. A3 system_issues adapter contract: map category→issue_class, summary→title/description, issue_signature→coalesce_key or equivalent.
  4. A4 dot-dot-register v2 design: 11-field payload, tac_* domain classification, configurable paired_dot, self-registration bootstrap.
