Verdict
Tier 1 report is valid and compliant. Agent respected read-only boundaries, did not mutate production, did not proceed to Tier 2, and correctly classified 4 gates as not ready.
Constitutional / Law Assessment
- DOT-first principle: PASS. The result points to missing automation/governance components rather than manual workaround.
- Đ24: PASS with blocker. Required facets and entity_code contract are not ready; must be resolved by design/adapter/DOT, not manual labels.
- Đ35: PASS with blocker. dot-dot-register currently cannot satisfy 11-field DOT registration for 19 tac_* DOTs; requires Tier 2 design before P9.
- Đ33: PASS. Verification was SELECT-only/read-only and did not mutate production.

Required Next Step
Direct Opus to create P9 Tier 2 Remediation Design (design only, no mutation), covering:
