Reason: G8B role/policy/permission execution depends on production tac_* tables and Directus collections. DOT-TAC-ROLE-ENSURE D11 update is important, but its final execution design depends on the exact collection registration shape. Therefore the next gating design should establish the production DDL + Directus collection boundary first.

2. Reusable artifacts from G6: 14 tables, 6 functions, 6 triggers, 61 seed rows, V1-V4 verification, rollback/residue checks.
3. Production adaptations needed: schema p9_g6_dryrun → public, remove dry-run wrappers, keep trigger/search_path rules, preserve backup/PF-07 safety.
4. Directus collection registration design for 14 tac_* collections.
5. Dependency map: production DDL → collections → DOT-TAC-ROLE-ENSURE D11 update → G8B roles/policies/access/permissions/tokens → seed/cron/full verify → G11.
6. Pre-check/post-check criteria and rollback/compensation.
7. Open decisions and blockers, if any.
