GPT Decision — P7B Gate 2 Prompt Selection

Context

User clarified governance model: GPT actively coordinates; GPT may request User permission; Opus requests GPT if needed. User had not yet sent the older status-only prompt.

Decision

Do not send the older status-only prompt as-is if User intends to open Gate 2 now. Use a replacement prompt that explicitly states: User has opened Gate 2, GPT is coordinating, and Opus must run C2A only.

Rationale

• Older prompt says Gate 2 is still waiting for User approval, which would reintroduce ambiguity.
• Current User clarification functions as Gate 2 approval for C2A under the already approved constraints.
• C2A/C2B split remains mandatory: C2A must STOP after schema creation and wait for PF-4 verification before any C2B seed/verify.

Operational boundary

• Opus may coordinate Agent CLI for C2A only.
• No automatic transition to C2B.
• If PF fails: stop and report.
• If PF-4 fails: drop sandbox_tac and report.
• No pgcrypto remediation, no dot_tools write, no public.* read/write, no KB source mutation.
