04 — Information-Piece Content-Map (Workstream C)

Content work proceeds now on the candidate surface — no approval needed (mapping, not promotion). No IU content edited, no tags deleted, no topic approved. Built from live axis_assignment (25 rows / 7 nodes / 16 distinct IUs) + fn_topic_node_substrate.
