Notes
- The MB-01 widening (complete legacy-entrypoint neutralization) and the MG-01 re-audit gates are scoped strictly to the QT001 control plane; neither touches the birth gateway, Đ43, QT-006, or a registry-of-record pivot. The birth gateway's overwrite-protection model (detection + freeze + policy, MC-01) explicitly preserves the DO_NOT_TOUCH boundary - FIX7 cannot and does not change birth-gateway ownership.
- No Max revision pulls any adjacent layer into scope or relaxes any §E boundary.
Verdict
CROSS_LAYER_PASS - the refactor stays bounded to the QT001 control plane; adjacent layers (Đ43
context-truth, registry-of-record pivot, QT-006 lifecycle, raw-birth-as-truth, memory/harness) remain
explicitly out of scope and blocked; the Max fixes do not cross any boundary.
