T1_RP_REFINED_PROPOSALS_READY_FOR_CODEX_DESIGN_CORRECTION

All 8 residual proposals are refined into exact, implementable, cross-impact-mapped specifications that Codex can apply without guessing. Every refinement reuses an already-counted/sealed surface or an explicitly non-authority runtime-evidence category; none introduces hardcode, a new uncounted authority surface, a mutable runtime denominator, Directus-editable authority, regex/source-text-as-authority, or scale risk.

  • RP-01 runtime instance/result/evidence tables — REFINED_BLOCKING (12 tables enumerated; non-authority runtime-evidence category; count stays 27; fixes H04/H05/H02; H06 already satisfied).

  • RP-04 catalog-family coverage — REFINED_BLOCKING (3 code_catalog families; exact-set coverage at seal).
  • RP-05 item_payload — REFINED_BLOCKING (no operational read; input-contract + SA15 fail-closed).
  • RP-06 same-human scope — REFINED_ADVISORY (slot-scoped UNIQUE + manifest-driven separation; no over-block).
