Governance-change gating preserved

The two governance-change packages — PKG-F (authoritative repoint + uniform legacy neutralization) and PKG-G (owner/ACL cutover) — still require a fresh independent Codex re-audit before they run (law §4G governance_change is a stop_without_asking_if hard-stop; the surgical-drift allowance "does not permit governance change"). This patch does not relax that gate; it is preserved in doc 07 sequencing and doc 04 preconditions.

Authorship boundary respected

This pass is a blueprint patch under an approved design-owner amendment (Option Beta is the §4G design-owner decision that authorizes removing the disposition model). T1 did not make a unilateral governance change — it implemented the owner's ruling. No production object was created, altered, owned, granted, revoked, or executed; no SQL was applied; no permit opened; no manifest activated.

Self-check

PASS. Every cross-layer boundary is unchanged: implementation/2.6B/QT001-apply/permit/REAL_RUN/ activation/repoint/cutover all BLOCKED; governance reconciliation/registry-pivot/Đ43/harness alignment all later; runtime evidence non-authority. The patch is scoped strictly to the legacy-disposition removal + uniform end-state within the QT001 control-plane refactor.
