The canonical envelope + detached seal are a non-runtime construction-document content-address. They pin the blueprint documents being authored from; they are not a runtime authority surface, readiness gate, #20 column, catalog family, or runtime hash contract.

Hard blocks (all intact)

Implementation, Stage 2.6B, qt001_backfill_permit, REAL_RUN, QT001 apply, manifest activation, authoritative repoint, and owner/ACL cutover all remain BLOCKED. This macro authorizes none of them and changes none of their gates. Governance reconciliation, registry pivot, ĐĐ43, and harness alignment remain later work, untouched.

None of these was edited. The patch touches only the envelope's encoding/manifest/self-reference, the checkpoint classification, the detached-seal anchor, and the guards that verify them.

Mode and writes

Mode: READ-ONLY production; blueprint KB-doc direct-revision; no production mutation. No DB object was created, altered, owned, granted, revoked, or executed. No fresh live read was required — the prior pg_roles evidence stands (directus non-superuser; workflow_admin superuser; qt001_cp_* roles absent; 0 trigger bypass vector). The only writes were: blueprint docs 00, 06, 07, 12 + the blueprint checkpoint (revisions), this report (13 docs), and the report checkpoint.
