Official vs candidate coverage (canonical explanation)
- Official AX-PROCESS RP = 0/453 — zero processes carry a real
axis_assignmenton the canon AX-PROCESS axis. This is the only number that means "governed." - candidate_visible = 69/143 — RP can list these via the candidate layer, but listing ≠ official. The candidate layer is a staging surface, deliberately separate from canon.
- 373 db_managed_definitions are operational process-defs but still not AX-PROCESS-official.
- The gap closes only via the doc-05 sequence (PROC-OWN-01 → 02 → confirmations → births → axis_assignment).
Owner decision guide (PROC-OWN-01..05) — plain language
- 01 assign axis owner (reversible) → 2. 02 make AX-PROCESS canon (irreversible, flips RP) → 3. 03 birth job:cut → 4. 04 birth dot:kg only after REAL_RUN → 5. 05 turn on process.* events. Vote 01 before 02; never vote 04 before REAL_RUN.
