Verdict logic
The dashboard returns GOVERNANCE_BIRTH_ACTION_READY_AWAITING_PRINCIPAL only when:
- governance/birth fail-closed regression all pass (10/10), AND
- realrun no-go all hold (8/8), AND
- proc-own no-go all hold (5/5), AND
- no AX-PROCESS owner present (i.e., authority genuinely absent).
Otherwise it would return GOVERNANCE_BIRTH_PARTIAL_OWNER_BLOCKED. The candidate builder being MISSING_OWNER_BLOCKED is reported as a sub-status; it blocks only candidate auto-discovery, not the PROC-OWN officialization path, so it does not lower the top verdict.

Interpretation
The engineering surface is exhausted and safe. The only thing between this state and officialization is human authority: president votes, owner assignment, operator deploy/flip. The system will self-select the next macro the instant any of these land (v_rp_next_macro_selector_v2).
