AX-BASE — remain-derived rationale

AX-BASE is native pivot substrate derived from pivot_definitions (source v_registries_pivot_node_contract). It is not a governance axis; it has no birth/governance side effects. Recommendation: keep DERIVED, document synthetic-by-design. No action queue.

AX-PXT — candidate-register path

AX-PXT is a cross-axis derived actionability ledger (source v_process_trigger_actionability_ledger); live ledger v2 already in place. Optional path: owner candidate-registers an axis_registry CANDIDATE row. No president vote required (derived). Owner/ledger refactor (live ledger replacing static literals) is a follow-up once an owner exists.

Synthetic census (602). Requires owner + president to register. Highest-effort synthetic axis.

Generated / contract relation

Synthetic axes are surfaced by the universal node contract via their source views; they appear in the UI with a synthetic/derived badge so the supervision surface never overstates the official RP universe. Registration (PXT/TRIGGER) only changes governance status, not the contract shape.

Execution note

All three rows carry NO_INSERT_PERFORMED — authority absent (owner/president); birth-free recommendation. Nothing was registered.
