Verdict GENERATOR_BACKBONE_PARITY_PASS__CONTRACT_REPLACE_READY_OPERATOR_GATED__UI_DEPLOY_STANDBY_BLOCKED_BY_GIT.

What was achieved

• Both generator parity gaps root-caused and fixed; generated backbone now reproduces the current contract at 87/87 (membership + count, zero gap).
• Parity validation v2, autoscale dashboard v2, regression v2 (6/6 with teeth), synthetic-axis relation, and a crash-safe deploy readiness guard all built and green.
• Replacement decision made safely: candidate applied, production current preserved on the decorated stack; v1 sentinels retained.
• All birth-free, additive, reversible. No fake owner/vote/official RP/REAL_RUN; no source-IU edit; no UI push.

Cost incurred

Four production Postgres OOM crashes during deploy-guard development (planner OOM on a too-heavy combined view), all auto-recovered with no data loss; fixed by converting the guard to a plpgsql function. Documented as a permanent gotcha (doc 13, runbook E).

Final decision (Phase 19)

Both safe-engineering tracks are now operator/authority-gated, not engineering-blocked:

• Generator parity passes and is not applied to production (candidate only).
• UI is engineering-ready and blocked only by git/operator push. Per the rule "if both are ready, choose UI deploy + final acceptance," the next macro is:

RP_UI_CURRENT_OPERATOR_DEPLOY_AND_GENERATOR_CONTRACT_REPLACE_THEN_FINAL_ACCEPTANCE

The operator pushes the UI branch and (optionally) applies the generated backbone via the decorated-on-generated rebuild and repoint; then runs final RP acceptance. The authority track (president PROC-OWN vote, AX-PXT/AX-TRIGGER official registration) proceeds in parallel and remains the only path to official RP and full registryization.

Exact blockers

1. Operator/git: push feat/rp-current-supervision (d04d8e5), rebuild incomex-nuxt, post-deploy curl smoke.
2. Operator/repoint (optional, safe-eng-ready): decorated-on-generated rebuild + full-column parity + repoint to retire the v1 UNION.
3. Authority: president PROC-OWN vote; AX-PXT candidate-register + live-ledger refactor; AX-TRIGGER owner + president register.
