PROC:jobcut_verified is the sole first_official_process_ready object. It needs the president to approve PROC-OWN-03; an agent cannot cast that vote (fail-closed by fn_apr_block_unimplemented_handler + AI-can-never-be-president). No guarded execution path exists to run, so none was run.

Conclusion

Officialization status = AUTHORITY_ONLY. Engineering has no blocker. The grouping/substrate closure in this macro does not depend on any of the above — it is pure structure/UI proof.
