2. process-candidate-universe-explainer.md — three layers of visibility (official / candidate / not-process); verified vs unverified.
3. owner-governance-action-guide.md — the president/owner decision order over v_process_axis_owner_decision_flow.
4. rp-process-coverage-legend.md — how to read the badges and numbers.

These use the Topic × Process surfaces (TOPIC-PLATFORM-OPERATIONS) and the new process-candidate universe as content substrate. They are companion/explainer docs, not Information-Piece source records — no IU was edited.
