- REAL_RUN ladder — promote from correlated DRY_RUN to a gated REAL_RUN with evidence (
real_run_enabledis fail-closed; needs explicit enable). Until ≥1 REAL_RUN with passing verifier, dot:kg cannot become a verified candidate. - Owner — dot:kg family owner is missing (PROC-OWN-04,
process_family_registration, pending). Owner must be assigned. - 10-process split — dot:kg is a family; PROC-OWN-04 authorizes splitting into 10 law-defs, not one blob.

Recommendation
Do not register dot:kg yet (PROC-OWN-04 should stay pending). The correct order: first prove a REAL_RUN, then assign family owner, then split into 10 defs, then activate events. This keeps the verified set honest (job:cut only).
