Registries-Pivot's aggregate/count layer is now materially honest and useful for the old Registries-style UI. Two READY_TO_ADD aggregate pivots were committed (PIV-311 Information Units = 219, PIV-313 Open System Issues = 207,940), each born cleanly. The PIV-104 DOT drill gap was fixed — removing a stray status='published' filter so the DOT-by-category drill now sums to 309 and reconciles to parent PIV-007. The candidate aggregates (orphan/phantom/drift/KG) and the law-sensitive ones (unmanaged/grand-total) were classified with live evidence and surfaced through a new, additive, read-only candidate/law register view rather than faked into canon. A second additive view exposes drill reconciliation so the UI can show RECONCILES / WARNING_DRILL_MISMATCH honestly. RP is DONE_FOR_INFORMATION_WORK.

What changed in production (3 mutations, all in scope)

1. INSERT PIV-311, PIV-313 into pivot_definitions (one statement; 2 births).
2. UPDATE PIV-104 filter_spec → {"filters":[]} (drop published-only filter; no birth).
3. CREATE two additive read-only views: v_rp_drill_reconciliation, v_rp_aggregate_candidate_register.

No RP cleanup, no dot-pivot-update, no birth/governance/pre-birth alteration, no fake pivots, no Nuxt math, no hardcoded depth.
