Rule applied
The action panel backend is now live (functions + views + AI review states proven fail-closed), but: (a) the UI is a packet, not deployed; (b) the owner decisions remain; (c) the domain handlers are unimplemented. Per the decision rules — "If action panel is live and owner remains, choose governed action execution + UI deploy" — and "if content is unblocked, include content in parallel."
Why not the alternatives
- Action-panel deploy + owner drain — superseded; the panel is already backend-live and owner decisions are already drained to action-ready states.
- DOT_KG event REAL_RUN ladder — real, but premature: it should ride inside Macro 1's execution chapter (it is one workstream, not a whole macro).
- Content-only closeout — content is unblocked and runs in parallel, but is not the primary; the governance execution chapter is the higher-leverage next step.
Primary scope (chapter-sized)
Deploy the Registries-Pivot AX-PROCESS UI; implement at least one domain handler so an approved APR can execute; record real president votes; execute staged canon (job:cut first); exercise a real delegation for review-only batches; activate events after first birth. Content authoring on Topic × Process surfaces proceeds in parallel.
