Content work continued in parallel with governance, using the Topic × Process surfaces (v_information_piece_topic_process_map) and the new action-panel substrate. No source IU was edited.

Why content can proceed while governance is pending

The governance gate is a president decision, not an engineering blocker. Content built on Topic × Process surfaces (which are live views, not canon) does not require any PROC-OWN approval. The two streams are independent.
