How to read the review queue, run a preview, interpret blocked gates, cast review actions, and (for the human owner) approve high-risk actions. Explicitly documents that checkboxes are gone and why.
2. knowledge_graph process narrative — extends the KG curated-cluster (D1) with the dot:kg correlated-dry-run → REAL_RUN ladder story and the process-axis lens. (Addendum into the KG cluster doc.)
3. dot:kg operational SOP — the D2 runbook already covers the process family; this run adds the NEEDS_MORE_EVIDENCE gate and the split-deferral rule to its operational section.

Why content can proceed while governance is pending

The governance gate is a president decision, not an engineering blocker. Content built on Topic × Process surfaces (which are live views, not canon) does not require any PROC-OWN approval. The two streams are independent.
