RP integration — policy gaps now surface alongside actions

The action panel reads both the review queue and the policy scan summary, so every gap class has a home:

• orphan components → evidence drawer "orphans" tab
• correlation gaps / drift → evidence drawer "runtime" tab
• dry-run / real-run counts → candidate status badges
• owner gaps → v_axis_process_governance_gap (8 OWNER_MISSING) → action APPROVE_OWNER_ASSIGNMENT
• events inactive → process.* row → action EXECUTE_GUARDED_ACTION (president)
• unmanaged workflows → AX-PROCESS Type-2/Type-3 rows

New action-panel views (live, RO, birth-free)

• v_process_axis_ai_review_status — per-subject AI review.
• v_process_axis_review_action_queue — the panel queue (10 rows).
• v_process_axis_action_preview — button × effect matrix.
• v_process_axis_delegation_readiness — delegation invariant proof.

No blocking flip: all views are additive and read-only; the scheduler was not modified, only consumed.
