Each decision moved from "pending prose" to an AI-reviewed, action-ready state with an exact next action. No fake approval; no status flip on approval_requests (all remain pending).

Why this is the safe maximum

Every PROC-OWN action is risk_level=high + handler_ref='unimplemented'. The guarded layer therefore cannot transition any of them — only a human president vote + an implemented domain handler could, and neither exists. The AI did everything short of the president vote: independent review, gate computation, preview, audit, recommended action, irreversibility warning.

  1. PROC-OWN-03 (job:cut) — strongest, sole verified, single approval.
  2. PROC-OWN-01 → PROC-OWN-02 — assign AX-PROCESS owner, then staged canon.
  3. PROC-OWN-05 — activate events after the first birth.
  4. PROC-OWN-04 — assign dot:kg owner now; hold the 10-split until REAL_RUN.
