09 — Master Design / KB Truth Patch (Branch I)

Surgical truth statements reflecting verified live state as of 2026-05-29 ~05:33Z. These supersede any older doc text that implies activation or runtime readiness.

P1 — Human-gate sequencing state

• The four Phase-0 gates are agent-side GO, human/sovereign-pending. Recommended approval order for the machinery: G2 (Đ37-H) → G3 (review_decision authority) → G1 (CR birth + Đ32) → G4 (factory flip). G1's law clause + Đ32 can alternatively be sovereign-minted directly without the full G3 builder.

P2 — G1/G2/G3/G4 status (verified)

• G1: registries field_registry/input_form_registry/tier_registry = NULL (unborn); managed_meta=149; 0 CR meta codes. Commit pack ready (doc 02). Tier owner = GOV-COUNCIL. +60 cascade (20/registry incl. 14 entity_labels).
• G2: governance_registry = 9 rows, 0 human-org. Đ37-H review-ready (doc 03).
• G3: production review_decision walled in cutter_governance; only test builder visible. Council packet (doc 04).
• G4: 4 factory rows status='draft', can_create disjoint. Flip packet (doc 05).

P3 — fn_phase0_cockpit() is LIVE

Single read-only SECURITY-INVOKER STABLE one-call Phase-0 snapshot (committed prior campaign). Returns gates/counts/factories/mother_events/phase0_blockers/candidate_registry/kg. Reversal: DROP FUNCTION. Callable by context_pack_readonly. Use it as the canonical cockpit.

P4 — Phase 0 config-only status

Implementation-ready; first drafts are dry-run-ready (doc 06). Commit blocked solely by G1 (registries must exist) + draft-owner law clarity. No runtime effect when committed.

P5 — IU Pilot Day 1 status

Runnable now (read-only). Rehearsal PASS (doc 07): axis_b=16 consistent, axis_c=8 clean, sql_link 3/3, KG 2259 (60/60 enriched), DLQ 0/0, routes 15 dry_run, gates closed.

P6 — Runtime NO-GO (unchanged)

All 8 governable runtime gates = false (composer, structure_ops, operator_runtime, delivery, three_axis_auto_refresh, emit, dlq.replay, job_substrate). 2 never_flip = false (vector_sync, allow_no_review_decision). No runtime, no event delivery, no job execution.

P7 — UI NO-GO (unchanged)

No Nuxt/Directus UI exposure in Phase 0. Directus/Nuxt readiness is document-only until G2 + runtime gates. (incomex-nuxt + incomex-directus containers are up but not Phase-0-gated for the Mothers.)

P8 — Activation packets

Executable packets exist for all four gates (docs 02–05) + config-only dry-run (06) + cockpit-hardening (08). No further agent discovery required to begin the human activation session.

P9 — KG vocab note (deferred)

KG edge vocab is 6-value CHECK on iu_relation (CONTAINS live; expansion to 8 atom-law vocab IDENTITY/BELONGS_TO/CONTAINS/DEPENDS_ON/USED_BY/TRANSITIVE/PEERS/SIMILAR) remains an atom-law decision; universal_edges (integer-keyed, 2199) deliberately excludes uuid IU and is not provenance-backfilled.
