02 — Target Discovery

Per mission §5, real canonical design docs were discovered, not guessed. Method: KB semantic search + directory listing of the canonical design home.

2.1 Discovery method

1. search_knowledge("canonical design document registries-pivot master design governance coverage") → surfaced knowledge/dev/design/registries-pivot-os-agency/00-master-design-v0.1.md (status: DESIGN-ONLY · canonical · NOT ratified, route_target /knowledge/registries-pivot).
2. search_knowledge("One-Roof Governance canonical design governed object contract Điều 37 hub design doc") → surfaced only report packages (decision-pack, hardening-revision, finalization) — i.e. One-Roof governance had no canonical knowledge/dev/design/ home, only reports.
3. list_documents("knowledge/dev/design/") → enumerated the entire canonical design tree (28 entries). Confirmed the real targets and the absence of a governance-concept home.

2.2 The canonical design tree (knowledge/dev/design/)

2.3 Targets chosen + justification

PRIMARY — knowledge/dev/design/registries-pivot-os-agency/. This is the canonical, route-backed surface design and the only ratifiable canonical design package that consumes governance coverage. Its docs map one-to-one onto Round-4 concepts:

Six docs patched (00, 04, 06, 07, 08, 12). Docs 05/09/10/11 are covered by cross-references from doc 00 rather than separate edits, to keep the patch surface minimal and avoid redundant sections (the concept content lives once, in the canon; surfaces reference it).

IU — knowledge/dev/design/iu-mow-mot-event-foundation-design.md. The canonical IU foundation master design. Its §2/§3 no-double-ownership matrix records "IU axis A/B/C | Điều 38/39 | reuse | redefine axis" — precisely where the open-axis model and SB-3 apply. Patched at concept level only, with OP-B (owner) and SB-3 (envelope generalization) explicitly HELD/DEFERRED.

2.4 The gap: no canonical home for the One-Roof CONCEPTS

Discovery proved the One-Roof governance concepts lived only in reports, never in a canonical knowledge/dev/design/ doc. Per mission §5 ("If a target doc does not exist, create a new concept addendum doc rather than inventing a wrong filename"), a new canonical concept-design package was created:

knowledge/dev/design/one-roof-governance-concepts/ (docs 00–03)

This is the canonical home for the governance definitions and contracts (the Đ37-hub "OWN" layer). The surface/foundation patches reference it rather than restating it (anti-bloat). It is concept-tier, DRAFT, NOT ratified, technical implementation DEFERRED — no version on any law is touched.

2.5 No filenames guessed

Every target path above was confirmed by list_documents / search_knowledge before any edit. The one created path (one-roof-governance-concepts/) is a new, clearly-labelled concept home, not a guess at an existing canonical filename.
