06 — Final Status & Next Steps

6.1 Final status

PASS. The two deferred inert substrate items are built, committed, verified live, and remain entirely inert/reversible. The Phase-1 test-mode substrate is now structurally complete (SB-0/1/2/10/11/12/13 + SB-10 aux + SB-2 recursive/gap/conflict views). Zero out-of-scope mutation; zero activation; the L2/L4 ratification gate is untouched and unsolved.

6.3 Remaining blockers (unchanged by this mission)

  1. THE GATE — L2 council + L4 sovereign ratification of the authorization model. os_proposal_approvals=0 ⇒ no governed COMMIT/activation is legitimate. Agent cannot satisfy; human-only. Nothing activates until this lands.
  2. SB-2 seam wiring (ratified follow-up, not engineering): replace v_governance_object_containment / v_governance_object_inventory with real sources (meta_catalog + per-class registry containment + birth-gated inventory). This makes the inheritance/gap views functional — it is an activation-adjacent coverage decision and is deliberately deferred (would otherwise begin surfacing live gaps).
  3. SB-1 Phase-B handlers (assign_governance_owner, etc.) — needed before any owner row can be written; gated on the auth model + C-2.
  1. GPT re-review this completion package (resolves the "deferred aux/views" item GPT flagged).
  2. B-RATIFY (the one gate): route the human L2 + L4 ratification intake (already packaged in prior …human-ratification-handoff… / …auth-model-ratification-intake…).
  3. Hold: no worker/scanner/emit/handler/DOT/seam-wiring/activation until B-RATIFY.

6.5 What this mission explicitly did NOT do

No scanner/worker/backfill run; no candidate/owner population; no event/notification emit; no DOT registration/run; no handler activation; no Directus/Qdrant/Nuxt mutation; no law/version/status change; no os_proposal_approvals write; no approval/e-sign; no production activation; no seam wired to live sources; no hardcode; no hidden island.

The §6.4 "next macro" readiness step was carried forward into a dedicated operational readiness + activation boundary package: one-roof-phase1-operational-readiness-activation-boundary-2026-06-02/ (docs 00–09, published to KB). It maps the two inert SB-2 seams (v_governance_object_inventory, v_governance_object_containment) to their exact real sources (build-prep spec only, no wiring applied), defines the smallest read-only/rollback-only first dry-run (3 governed collections, ≤3 gap rows, zero-emit log-only), sets 10 pre-flight ABORT gates + in-flight ROLLBACK assertions + entry==exit post-conditions, and ends with GO (read-only/rollback-only dry-run F-1, optionally F-2) · NO-GO (any activation F-4+). The L2/L4 ratification gate (os_proposal_approvals=0) remains preserved and unsolved; nothing is activated.
