• Objective B/D — scanner query path + dry-run: PASS (read-only + rollback-only). Canonical coverage rollup + per-scope/per-group drill-downs executed read-only (current honest coverage = 0 %); the write-half (candidate/scan_run/issue/event) was not run (activation-gated).
• Objective C — persistent test seed decision: NO (decline, justified). No tiny persistent seed committed. Every candidate either crosses the ratification gate (ownership/ruleset = unratified governed-state change), fabricates provenance (scan_run/cursor ledger), or triggers unsafe cascades (system_issues=9 triggers). Rollback-only already yields all the proof value. Exact readiness packet produced (doc 04).

State recovered (pre-macro)
