Final status: PASS

F-4 seam commit executed in test-mode. Exactly the two seam views are now live over their real sources, with the mandatory F2-1 casts; all post-commit ceilings verify; zero out-of-scope mutation; rollback staged and proven.

Substrate state after F-4

  • Coverage path now live-but-inert-in-effect. Inventory and containment seams see the 35 governed objects and 35 group edges. With governance_object_ownership empty, every governed object is an honest gap (ceiling 210) and nothing is emitted, persisted, scanned, or routed — exactly F-3 in-transaction behaviour, now standing.
  • Inert/OFF & unchanged: scanner, worker (cursor=0), candidates=0, owners=0, rulesets=0, gov events active=0, gov emit=0, system_issues=198,442, DOT=309, ospa=0, axis substrate ABSENT.

Remaining blockers (unchanged by F-4)

  1. L2+L4 sovereign ratification — the os_proposal_approvals=0 gate. F-4 committed under TEST_MODE_OPERATOR_AUTHORIZATION; durable ratification deferred, not solved. Every activation step past F-4 requires it.
  2. Axis substrate (axis_registry/axis_assignment/coverage_rule) ABSENT ⇒ axis coverage fake/test-only; NO-GO until designed, ratified, built.
  3. Ownership seeding, scanner, worker, event activation, system_issues persistence, DOT, UI — all F-5..F-7, all ratification-gated.

ONE_ROOF_PHASE1_COVERAGE_DRY_RUN_F5_* — next safe step = ownership-seeding rehearsal (rollback-only) over the now-live seams: BEGIN..ROLLBACK insert a small governance_object_ownership set, prove gap 210→(210−covered) via the recursive effective-owner views, then ROLLBACK. Inert, ratification-gated; does not persist owners, run scanner, or emit. In parallel: GPT review of this F-4 package + human B-RATIFY (L2 quorum + L4 e-sign) — the only unblock for persistent activation.
