The one gate (B-RATIFY): humans complete, out-of-band in Directus —

1. file APR-BOOT-AUTHMODEL-1 (action='modify', blank proposed_action_code) — doc 03 §A;
2. L2 council quorum: ≥1 president-human + ≥2 ai_council, 0 rejects, proposer excluded — doc 03 §B;
3. L4 President sovereign e-sign in os_proposal_approvals (esignature_agreement=true) — doc 03 §C.

Then: run doc 04 (read-only V1–V5). Only if all pass → trigger doc 05 §5.3 P3 gated SB-0 build prompt (which itself hard-stops if verification fails).

Read order: 00 → 01 → 02 → 03 → 04 → 05 → 06.
