74.4 Consistency / quality checks

• Live-evidence-wins honored: re-verified counts read-only this run (§67.1); the only deltas vs doc 57 baseline are organic-growth tables (birth_registry 1,042,945 → 1,042,956); all governance-scope and invariant counts identical. No stale number propagated.
• Verbatim fidelity: doc 65 §65.2, doc 49 gate tables, and doc 14 delegated-ruling scope were quoted verbatim from full reads, not from memory.
• Authorization model is sound: the packet correctly separates GPT delegated ruling (cannot COMMIT) from sovereign M-1 (the only COMMIT key) — doc 68 §68.1, doc 72 §72.0. This prevents the most likely failure mode (treating doc 14 as build approval).
• Master gate consistent across all 8 docs: os_proposal_approvals=0 ⇒ COMMIT_FORBIDDEN stated and re-derived in 67, 68, 70, 71, 72.

74.5 Weaknesses / carried-forward items

• W-A (SB-2 not rehearsed): carried from doc 66 W6. Closed by next-prompt P3 (rehearsal-only, runnable now). The packet does not claim SB-2 rehearsal evidence it does not have.
• W-B (representative DDL): the build macro must finalize per-column DDL from docs 38–41 authority + the doc-69 fold-ins; the packet flags this rather than inventing final DDL.
• W-C (C-7 defaults vs records): rehearsal exercised C-7 defaults only; build needs recorded C-7 intake. Doc 68/72 make this a hard gate; not glossed.
• W-D (no pg_dump verification this run): the preflight backup (doc 71 §71.1) is specified but not exercised (no build occurred); it must be run live before any COMMIT.
• W-E (OI-45-1): "eleven"→"ten" still a documentation reconciliation to apply when the frozen docs are patched at build (doc 69 OI-45-1).

None of these weaken the NO-GO posture; each is surfaced, not hidden.

74.6 Final verdict

ACCEPTED — PASS. The gated build-intake packet (docs 67–74) consolidates the rehearsal evidence, the remaining-gate matrix, the surgical drift fold-ins, the build order with stop conditions, the rollback/verification plan, and the build-authorization templates. No implementation occurred. No unsafe mutation occurred. BUILD = NO-GO — master gate os_proposal_approvals=0 ⇒ COMMIT_FORBIDDEN; C-7 formal intake pending; SB-1/SB-2 unbuilt + SB-2 unrehearsed; drift fold-ins mandatory.
