73.0 Mandatory starting context for EVERY prompt below

Each prompt starts from: muc-tieu-mo law (knowledge/dev/laws/prompt-muc-tieu-mo-for-claude-code.md) → doc 00 (read-me-first) → doc 45 (build index) → doc 49 (gate checklist) → docs 57–66 (rehearsal evidence) → docs 67–72 (this build-intake packet) → doc 14 (GPT delegated ruling). Master gate: os_proposal_approvals=0 ⇒ COMMIT_FORBIDDEN. No step flips to GO by self-approval. Live-evidence-wins: re-verify counts read-only before acting.

73.1 The prompts

P1 — Post-build-intake GPT review (RECOMMENDED NEXT)

Goal: GPT Council reviews docs 67–74 and either (a) confirms the build-intake packet is sufficient and issues an explicit delegated build-intake authorization (doc 72 §72.3 form, COMMIT-forbidden-unless-M1), or (b) names what is missing. Class: review/decision-intake only. Unblocks: the path to a gated build. Forbidden: COMMIT, mutation, self-approval. Per doc 13, this is the step GPT recommended after the packet exists.

P2 — C-7 council formal ruling session (parallel, CRITICAL path)

Goal: ratify doc 46 motions A-3..A-7 as recorded governed decisions (input-trust, ruleset-owner, backfill-ruleset, 60-day cut-over, observer-trigger). Class: decision-intake; agent may record (except D10 sovereign), never decide; silence ≠ approval; proposer ≠ approver (doc 52 ledger). Unblocks: G-C7 → activation steps (events active=true, input-gate, backfill seed). Forbidden: COMMIT of any object, self-approval. Defaults already ratified for rehearsal (doc 14); this converts them to build records.

P3 — SB-2 / SB-1 owner-line rehearsal (parallel, unblocked NOW)

Goal: run the doc-19 author-mode BEGIN..ROLLBACK rehearsal of the SB-2 owner line (governance_object_ownership + 6-row governance_responsibility_scope + v_object_effective_owner) + SB-1 4 APR action-type rows (Phase-A handler_ref='unimplemented'). This closes weakness W6 (SB-2 confirmed absent but not rehearsed in the docs 57–66 run). Class: rehearsal only (doc 72 §72.2 authorization — GPT delegated ruling doc 14 C-1/C-2 already approves the pattern for rehearsal). Unblocks: G-SB1A/G-SB2 evidence. Forbidden: COMMIT, widening governance_relations CHECK, Phase-B activation. Requires NO new authorization (rollback-only).

P4 — Gated build macro (ONLY after M-1 + per-step gates green)

Goal: execute the build, step-by-step per doc 70, each step under its own doc-72 §72.3 authorization + a recorded os_proposal_approvals M-1 row. Order: SB-12 → SB-13 → SB-10 → SB-11 (COMMIT) → combined verify → T6/T7 10 addenda. Apply drift fold-ins (doc 69). Per step: re-run doc-45 §45.3 live block + doc-48 pre-flight + a step rehearsal first; then COMMIT; then doc-71 §71.6 verification. Class: build (COMMIT). Precondition: M-1 recorded for the step + every doc-49 MUST green for the step. Forbidden: any step without its own M-1; the mutating apply DOT (needs A-9); activation without C-7 intake; self-approval. DO NOT START until authorized.

P5 — Activation (Phase 2, after substrate built + C-7 intake)

Goal: Branch B handoff intake (Option A cursor-tail, Birth untouched) → Branch A backfill seed (under C-7.3 ruleset, high-risk verdicts stay unknown) → Branch C/D input-gate + candidate scan → T7 event active=true flip after full taxonomy. Class: activation (COMMIT, register-before-emit). Precondition: SB-10/11/12/13 committed; A-3/A-4/A-5 recorded; M-1 per activation. Forbidden: emit before register; auto-remediation of legacy (C-7.4 — findings only); Birth modification.

73.2 Parallelism

• Now (no new authorization): P3 (SB-2 rehearsal) can run immediately; P1 (GPT review) and P2 (C-7 intake) are decision/review work.
• Sequential gate: P4 (build) requires P1 + P2 + M-1 + P3-evidence. P5 requires P4 + C-7 records.
• Critical path to build: P2 (C-7 intake) + sovereign M-1 record are the long poles; P1 unblocks the authorization wording; P3 closes the last rehearsal gap (W6).
