13 — Implementation Handoff (short)

Status

• Concept layer: COMPLETE (PASS / CONDITIONAL GO). Definitions M-DEF-1..10, §0-GOV, count>1 rule, open-axis, IU-first-class concept, coverage invariant v3, Điều 37 hub — all in the canonical concept home.
• Technical implementation: NOT APPROVED, NOT BUILT. Substrate, council/human decisions, law-drift, and enactment all remain blocked.

Conflict order

This index > concept canon > Round-4 law > earlier rounds. Blockers win over ambition. Unclear → STOP and report. No self-approval.

Blockers (all OPEN)

• SB-1 governance APR action-types missing → blocks apply PROPOSE. (council C-2)
• SB-2 object/axis ownership edge un-expressible → blocks apply APPLY. (council C-1; default = new governance_object_ownership table)
• SB-3 IU axis envelope hardcodes 3 axes → blocks open-axis at IU substrate. (after OP-B)
• OP-B / C-3 IU owner unassigned → blocks IU surface/owner-binding.
• C-4 review_decision adapter ruling → blocks IU approval routing.
• C-5 render/Đ28 owner → blocks render-binding (default = delegation/TTL).
• C-6 shareable-personal boundary + legacy deadline (defaults: Class-0 at export/share; 60 days) — proceeds on default.
• L-1 / L-2 law-drift + register Đ20/23/44/45 → block law-file patch (content-only DRAFT first).
• SB-5 / SB-6 / H-1 / H-2 enact handlers + sovereign sign-off → block enactment + live owner-binding.
