125.2 Was BLOCKED the right call vs. the GPT authorization doc?

Yes. The mission explicitly conditioned record creation on consistency "with the live schema and governance rules" and ordered "If approval/intake cannot be recorded correctly, STOP. Do not build." The controlling artifact (doc 89 §89.6) states a GPT/agent statement is never sufficient for a COMMIT; only the sovereign os_proposal_approvals row is. The live schema then revealed why the design is built this way: M-1 is a human e-signature. Honoring an advisory GPT doc over the sovereign gate would have been the single worst failure mode this project guards against. The agent refused to fabricate the gate — consistent with every prior run, now with the underlying mechanism documented.

125.3 New, durable finding from this run

os_proposal_approvals is not a generic boolean/flag table — it is the Directus os_* proposal e-signature module (os_proposals / os_proposal_blocks / os_proposal_contacts / os_proposal_approvals). M-1 is structurally un-satisfiable by any automated agent. This should be recorded at the top of the build handoff so no future run wastes effort attempting Phase A: the only path to M-1 green is the President e-signing in Directus, out of band from the build agent.

125.4 Verdict

Self-review PASS. Mission outcome BLOCKED is correct. Zero mutation. Substrate safe.
