On inspection, the M-1 surface os_proposal_approvals is a Directus human e-signature collection (typed/drawn signature, signatory legal name, email, e-signature-consent boolean, capture IP). The only legitimate writer is the sovereign President personally e-signing a proposal. An agent inserting such a row would forge the sovereign's e-signature — fabrication / impersonation / self-approval, all forbidden (mission §8; doc 89 §89.6). The GPT "delegated build authorization" doc on file is advisory and, by the controlling governance model, cannot move M-1. Therefore Hard Gate A could not be passed safely, Phase A created no record, and Phase B build did not start. The substrate is exactly at its doc-96/113 baseline.

M-1 is gated on a human sovereign e-signature that no agent and no delegated technical operator can produce. This is not an engineering gap — the substrate is engineering-ready and rehearsed-green (docs 57–92). It is an authorization gap that, by design, only the President can close.
124.4 Next stage (for the human operators — none of this is agent-executable)
- Council records C-2 (SB-1) and C-1 (SB-2) build-intake decisions as governed records; C-7.x only where activation/backfill/input-trust is in scope (not needed for the register-only SB-11/SB-12-draft steps).
- Sovereign President opens the Phase-1 build proposal in Directus (
os_proposals) and personally e-signs it → producesos_proposal_approvalsrow(s) scoped per step. This is the only act that turns M-1 green. - Then a future build-agent run: re-verify M-1 green for the specific step → entry==exit rehearsal (doc 91) → single-transaction COMMIT with pre-COMMIT
