124 — Phase 1 Final Status & Next Stage

Mission: ONE_ROOF_GOVERNANCE_PHASE1_APPROVAL_INTAKE_AND_BUILD. Final status: BLOCKED at Hard Gate A (Phase A approval/intake). No approval record created. No build executed. Zero substrate mutation.

124.1 One-paragraph summary

This mission was the first authorized to attempt creating the Phase-1 approval/intake record (not just rehearse). On inspection, the M-1 surface os_proposal_approvals is a Directus human e-signature collection (typed/drawn signature, signatory legal name, email, e-signature-consent boolean, capture IP). The only legitimate writer is the sovereign President personally e-signing a proposal. An agent inserting such a row would forge the sovereign's e-signature — fabrication / impersonation / self-approval, all forbidden (mission §8; doc 89 §89.6). The GPT "delegated build authorization" doc on file is advisory and, by the controlling governance model, cannot move M-1. Therefore Hard Gate A could not be passed safely, Phase A created no record, and Phase B build did not start. The substrate is exactly at its doc-96/113 baseline.

124.2 Verdict ledger

Item Verdict
State recovery COMPLETE (docs 89, 95, GPT-review read in full; live schema + baseline inspected)
Approval/intake schema analyzed YES (doc 114) — os_proposal_approvals = human e-signature surface
Approval/intake record NOT CREATED — BLOCKED (doc 115); creating it = forging sovereign e-signature
M-1 gate RED (os_proposal_approvals = 0)
Build preflight (Gate B) NOT REACHED (doc 116)
Step 1 SB-12+SB-13 NOT_RUN (doc 117)
Step 2 SB-10 NOT_RUN (doc 118)
Step 3 SB-11 NOT_RUN (doc 119)
Step 4 SB-2 NOT_RUN (doc 120) — also needs C-1
Step 5 SB-1 (+F-83-1) NOT_RUN (doc 121) — also needs C-2; F-83-1 not applied
Full verification PASS for a no-build run (doc 122) — every surface == baseline
Rollback readiness / residue Documented; ZERO residue (doc 123)
Out-of-scope mutation NONE (no emit / no DOT / no Directus·Qdrant·Nuxt / no law)

124.3 The real blocker (unchanged from prior runs, now with the mechanism named)

M-1 is gated on a human sovereign e-signature that no agent and no delegated technical operator can produce. This is not an engineering gap — the substrate is engineering-ready and rehearsed-green (docs 57–92). It is an authorization gap that, by design, only the President can close.

124.4 Next stage (for the human operators — none of this is agent-executable)

  1. Council records C-2 (SB-1) and C-1 (SB-2) build-intake decisions as governed records; C-7.x only where activation/backfill/input-trust is in scope (not needed for the register-only SB-11/SB-12-draft steps).
  2. Sovereign President opens the Phase-1 build proposal in Directus (os_proposals) and personally e-signs it → produces os_proposal_approvals row(s) scoped per step. This is the only act that turns M-1 green.
  3. Then a future build-agent run: re-verify M-1 green for the specific step → entry==exit rehearsal (doc 91) → single-transaction COMMIT with pre-COMMIT pg_dump → immediate post-verify → STOP and re-confirm before the next step. Order: SB-12 → SB-13 → SB-10 → SB-11 → SB-2 → SB-1 (SB-1 last; apply F-83-1 first).

124.5 Next macro to invoke

ONE_ROOF_GOVERNANCE_PHASE1_GATED_BUILD — but only after a real sovereign os_proposal_approvals e-signature row exists for the first step. Until then every build run will (correctly) re-block here. Recommended interim macro for the agent: none that mutates — optionally a GPT-review pass of docs 114–125, or assist the human operators in preparing the Directus proposal for sovereign signature (without signing it).
