12 — Technical Addendum SCAFFOLD: IU Integration

SCAFFOLD only. No IU owner-binding, no axis ALTER, no IU surface. Frames future T10. GATED on OP-B (T2) + SB-3 design (T5).

Purpose

Frame the future design that binds the Information Unit (IU) — a first-class governed object (concept) — to coverage, ownership, and the open-axis substrate, under a decided owner-per-scope and a generic axis store.

Controlling inputs

  • Concept canon doc 02 (IU first-class; IU-GOV-1..5; owner-per-scope; open-axis) and doc 03 (OP-B, C-4, SB-3).
  • Round-4 doc 05 (IU & open-axis final hardening; reconstruction/vector invariants non-exemptable; IU island = 54-cmd catalog; information_unit=219 all conformance_status='open'; owner_ref free-text) + doc 02 (C-4 review_decision).
  • IU foundation doc — IU-first-class concept (CURRENT_CONCEPT_CANON); owner/approval/axis sections DO_NOT_USE_FOR_IMPLEMENTATION.
  • This package doc 03 §3.1–3.2 (SB-3, OP-B, C-4); doc 04 (T10).

Current blocker status

OPEN / GATED. No GOV-IU agency; owner unassigned (OP-B); approval routing unresolved (C-4); axis substrate hardcoded (SB-3). T10 cannot start until OP-B is decided (T2) and SB-3 is designed (T5).

Exact scope of the future design (T10)

  • Bind IU coverage to the decided owner-per-scope (OP-B default: policy→COUNCIL, substrate/health→KG-SYS+SIV, exec→DOT, render→MOUT interim TTL, law→NRM-SYS) — after council/sovereign ruling.
  • Bind IU axes to the generic axis store (SB-3 / T5) — IU axes become data.
  • Resolve C-4: review_decision as a governed approval-adapter exception (11-field, replacement_plan to Đ32) vs full Đ32.
  • Move conformance_status off the blanket 'open' via the coverage scanner (T6); fold the 54-cmd IU catalog island into the one-roof model (no island).
  • Preserve non-exemptable reconstruction & vector-consistency invariants.

Dependencies

  • Gated on OP-B (T2) + SB-3 (T5). Consumes SB-2 owner edge (T4), T6 coverage, T7 events. Reuses the Điều 37 hub references.

Known constraints

  • IU owner/axis are data, governed via the hub — never a fork.
  • Reconstruction + vector invariants non-exemptable.
  • The 54-cmd IU command catalog must be folded in, not left as an island.

Forbidden implementation shortcuts

  • ❌ IU owner-binding live; ❌ axis-envelope ALTER; ❌ IU surface change.
  • ❌ Designing before OP-B + SB-3; ❌ treating the deferred IU foundation sections as designed.
  • ❌ Leaving the IU catalog as a separate governance island.

Acceptance criteria for the future detailed design

IU bound to decided owner-per-scope + generic axis store; C-4 ruled; conformance_status path designed via T6; catalog island folded in; invariants preserved; OP-B+SB-3 preconditions honored; no IU mutation; no-island attestation.

This package (e.g. 12a-iu-integration-design.md), after OP-B + SB-3. Pointer added here.

What old docs must NOT be used as controlling input

  • IU foundation doc owner/approval/axis sections (DO_NOT_USE_FOR_IMPLEMENTATION).
  • Any pre-patch IU technical design treating owner/axis as settled.
