What STEP 4 would have built (design refs)

• SB-2 ownership substrate: governance_responsibility_scope (6 seed scopes as DATA), governance_object_ownership (KEYSTONE — partial-UNIQUE one-accountable-per-scope; owner_kinds accountable/supporting/delegated/exception), resolution view v_object_effective_owner (owner-link inherit only), gap view v_object_owner_gap. No real owners populated; no auto-assignment. governance_relations MUST stay 8 (not widened). No triggers on the new tables. Design: docs 17, 76–79, 99; negative tests: 5 (dup-accountable / phantom FK / bad scope / bad kind / delegated-no-TTL).
