Why NOT_RUN

The build halted at Hard Gate 0 / STEP 0 (doc 104). The master gate M-1 (os_proposal_approvals) = 0 (live 2026-06-01) ⇒ COMMIT_FORBIDDEN. Per mission §5 and doc 96 §96.5(1), no build step may be entered while M-1 is open. STEP 1 was therefore never started; no preflight-to-BEGIN transition occurred for SB-12 or SB-13.

What STEP 1 would have built (for the record; design refs)

• SB-12 — source snapshot / ruleset substrate: new governance_ruleset (status='draft'), reusing evolution_snapshots (+1 origin-keyed row). Design: docs 38, 99; preflight add-on: doc 96 §96.3 STEP 1.
• SB-13 — worker cursor family: new gov_worker_cursor with text last_watermark_id (the int/uuid-generalization correction), reusing queue_heartbeat. Design: doc 39; preflight add-on: doc 96 §96.3 STEP 2.
