P1 — Authorization-model ratification (decision-intake) — CRITICAL PATH

Mode: decision-intake (record a governed decision; NO build, NO COMMIT, NO mutation beyond the approval/decision records the proper authority creates).

Task: prepare the council (L2) + sovereign (L4) decision packet to adopt the L0–L4 model — (a) redefine M-1 to per-step governance_build_authorization; (b) create governance_build_authorization + v_build_auth_valid + new apr_action_types rows; (c) reserve os_proposal_approvals for L4 only. Include default position, rejected alternatives, exact wording, no-self-approval, and the sovereignty-threshold rationale for why the model change itself needs L4 ratification.
Forbidden: agent creating any approval/e-sign row; self-approval; implementation.
PASS: decision packet complete; awaiting council L2 + sovereign L4. Build remains NO-GO until ratified.

P2 — Detailed technical design: build-auth + axis substrate (design-only)

Mode: design-only (live read-only; KB write; NO DDL/COMMIT).
Read: this package docs 02, 03, 04, 06, 11, 13.
Task: produce CREATE-TABLE-level detailed designs (columns, types, FKs, CHECKs, indexes, the verification view, rollback DDL) for governance_build_authorization, axis_registry, axis_assignment — additive only, no widening of existing CHECKs, no hardcode. Include negative tests, entry==exit rehearsal plan (BEGIN..ROLLBACK), and the SB-3 envelope→projection generalization.
PASS: author-ready designs + rehearsal plan; BUILD NO-GO (needs P1 + per-step L3 auth).

P3 — GPT council review of this package

MISSION: GPT_REVIEW_AXIS_PROPOSAL_AUTHORIZATION_SUBSTRATE_DESIGN
Task: review this package (docs 00–15). Validate: L0–L4 model soundness; os_proposal_approvals=L4-only; topic=FAC-08 reuse (no island); deterministic-vs-uncertain axis split; PG-first storage; hybrid PG-native proposal layer; coverage/island detection; Phase-1 classification. Flag any conceptual blocker or missed reuse.

P4 — Topic operationalization detailed design (FAC-08 activation)

Mode: design-only.
Read: docs 03, 04, 06, 08, 09; live taxonomy/taxonomy_facets/entity_labels/iu_metadata_tag.
Task: detailed design to activate FAC-08 (cardinality + max_labels decision, council L2), the three entry paths, the candidate→active promotion transaction, merge/split via change-sets, wrong-topic detectors, and the reconcile of entity_labels/iu_metadata_tag into axis_assignment. Include Điều 38/39 division of labor and the entity_relations-unbuilt interim.

P5 — Author-mode rehearsal: governance_build_authorization (BEGIN..ROLLBACK)

MISSION: ONE_ROOF_BUILD_AUTH_AUTHOR_MODE_REHEARSAL
Mode: author-mode rehearsal ONLY (ssh contabo → docker exec postgres psql; BEGIN..ROLLBACK; SET LOCAL timeouts; end in ROLLBACK; entry==exit proof; ZERO COMMIT).
Pre: P1 not yet ratified ⇒ rehearsal only, never COMMIT.
Task: rehearse creating governance_build_authorization + v_build_auth_valid + the new action-type rows; run the verifier query; 5 negative tests (forged row w/o backing quorum rejected by view; expired; consumed; revoked; self-grant). Prove zero residue.

P6 — IU island dissolution + axis owner ratification (OP-B/SB-2)

MISSION: ONE_ROOF_IU_ISLAND_DISSOLUTION_AND_AXIS_OWNER_INTAKE
Mode: decision-intake + design-only.
Read: docs 03, 09; hardening doc 03 (IU island); implementation-index doc 26 (OP-B), 17 (SB-2).
Task: council packet to assign owner-per-scope for information_unit + the Axis Registry + FAC-08 topic (GOV-COUNCIL/GOV-KG-SYS/GOV-SIV/GOV-DOT/GOV-MOUT), decide C-4 (review_decision_id adapter vs central Đ32), and the IU→central-APR migration plan.

Recommended sequencing

P1 (critical, now) ∥ P3 (review) ∥ P2 (design). Then P4 + P6 (after P2 accepted). P5 rehearsal anytime (rollback-only). Build (Class 2 spine) only after P1 ratified + per-step L3 auth issued.
