5.2 The build decision, stated precisely
This mission produced the ratification intake packet the prior GO_TO_RATIFICATION_INTAKE
status was waiting on. That is real, useful progress: the path from "rehearsed-green design"
to "enacted" is now a concrete, paste-ready set of human steps. It does not move the
authorization gate, because the gate can only be moved by a human L2 council decision and a
human L4 sovereign e-sign — neither of which this mission was permitted to (or could legitimately)
perform.
Therefore persistent BUILD remains NO-GO, for two independent, each-sufficient reasons (unchanged from the bootstrap package doc 07, re-verified live this run):
- Authorization gate unsatisfied.
os_proposal_approvals = 0; no L2 ratification record; no L4 sovereign e-sign; nogovernance_build_authorizationsubstrate. A GO requires a legitimate recorded authorization an Agent cannot self-produce. - The build needs per-step SB-0 grants that cannot exist until SB-0 is built, which cannot be built until the model is ratified (the bootstrap circularity, doc 01 §1.2).
5.3 What WOULD flip it to GO
A single transition: B-RATIFY enacted — i.e. doc 04 Steps 2 + 3 completed by humans
(L2 quorum passed and L4 sovereign e-sign present, linked to APR-BOOT-AUTHMODEL-1).
At that instant:
- The first
governance_build_authorizationgrant for SB-0 becomes issuable (by someone other than the consuming build-agent, INV-5). - P3 — gated SB-0 build may proceed in one small reviewed transaction, BEGIN..ROLLBACK rehearsed immediately before COMMIT.
Until that transition, no schema/table/view/function/trigger may be committed.

5.5 Honesty note
GO_TO_RATIFICATION_INTAKE is not "almost GO." It is "the design is done, rehearsed, and
now packaged for the only authority that can say yes." The remaining distance is entirely a
human decision, not engineering. Calling the build GO here would be false; reporting NO-GO
with a ready packet is the accurate state.
