That package proved (live, BEGIN..ROLLBACK, zero residue) that SB-0 (governance_build_authorization + v_build_auth_valid + verifier) and the axis substrate (axis_registry / axis_assignment) compile and behave correctly, and that 7 fail-closed forgery modes all DENY. It produced a decision record (its doc 01) but explicitly enacted nothing — it created no approval, no e-sign, no SB-0 object.

This package executes the next legitimate step (P2 / hardening doc 14 N1): take the two remaining governance decisions to ratification intake, and decide — from the live governance substrate — whether an Agent can legitimately record the ratification, or whether it requires human/sovereign action outside Agent execution.
