P2 (authorization-model ratification decision-intake) has been executed and its package published + verified in KB:

• Verdict (D-PATH): the ratification is NOT Agent-recordable — no live surface can hold it as an Agent-authored governed act (enactment = forgery; intake-request blocked by no governance action-type + constitutional origination + no-mutation scope). See intake doc 03.
• Deliverable: a human/sovereign ratification-ready packet with exact UI/manual steps — request APR-BOOT-AUTHMODEL-1 (use a non-add action so it stays on the L2 council path; blank proposed_action_code), L2 council template, L4 President e-sign wording. See intake doc 04.
