Doc 05 — Branch F: 4 Mothers Gate Decision
4 Mothers implementation remains BLOCKED. This doc states exactly what blocks it, what can run in parallel, and the next-macro sequence. No 4 Mothers implementation performed.

2. Blockers that can run in PARALLEL (do not serialize)
- KG relationship enrichment (Branch D / macro 3) — independent of B1/B2; can proceed alongside Candidate Registry.
- Master Design reconciliation patch (macro 6) — documentation; parallel-safe.
- Limited pilot operating protocol (macro 5) — can start immediately; does not need any Mother.
3. Specific decisions requested by the macro
- Should Candidate Registry Survey run now? → YES. It is the next substantive macro and a hard prerequisite (B2) for any Mother. It is document/survey-class (low risk) and unblocks MOT/MOIT/MOUT envelope design.
- KG relationship macro before or after Candidate Registry? → In parallel, but Candidate Registry has priority of dependency. KG enrichment (macro 3) is not required to start Candidate Registry; run them concurrently. If forced to serialize, Candidate Registry first (it gates Mothers; KG enriches but does not gate the registry).
- Does the human-org-role / permission law gap block MOW UI? → YES, MOW UI specifically. MOW assigns tasks to humans/departments; with no human roles in Đ37, assignment authority/permission is unspecified at the law layer. Backend MOW (workflow/task IU relations) can be designed, but the assignment/permission surface of MOW UI is blocked until the human-org-role + permission layer is settled (Directus-role interim per D-1, future law for durable form). MOT/MOIT/MOUT are less exposed to this gap.
- Can the IU limited pilot start before 4 Mothers? → YES. The limited pilot operates IU Core directly (cut/reconstruct, b/c/f reads, governed d/e/f under protocol, DLQ, gates) and does not require any Mother. Branch A declares LIMITED-PRODUCTION-PILOT READY. The pilot can begin under the operating protocol (macro 5) immediately and in parallel with all 4-Mothers prerequisite work.
