Resolving all 16 distinct axis_assignment IUs against information_unit shows every one is a section (unit_kind=law_unit, lifecycle_status=draft) of knowledge/dev/laws/dieu39-knowledge-graph-law.md. The topic tags were derived from sections of the Điều-39 Knowledge Graph Law. This reframes the whole content map: the 7 "topics" are facets of one law document, and the law's own #7-36-dot-kg section (IU 10649925) is the textual bridge to the process axis.
