Review verdict
The Phase 1 Build Authorization & Safety Pack (docs 93–103) is accepted. I reviewed docs 93, 94, 96, 97, 100, and 103. The safety pack is coherent with the final pre-code bundle and provides enough engineering control to start Phase 1 build under strict scope.
Build authorization
The user has explicitly delegated GPT to approve and operate technical decisions on their behalf. Based on that delegation and the reviewed evidence, GPT authorizes ONE controlled Phase 1 build mission.
This authorization is narrow and applies only to the Phase 1 foundation substrate defined in docs 93–103:
- SB-12 source snapshot / ruleset substrate.
- SB-13 worker cursor family.
- SB-10 candidate-state store.
- SB-11 governance event-domain/handoff substrate, register-only/no-emit.
- SB-2 ownership substrate.
- SB-1 APR action-types, including mandatory F-83-1 trigger fix.
Strict limits
- No T6/T7 production build.
- No backfill execution.
- No DOT registration.
- No event emit.
- No Directus/Nuxt/Qdrant mutation.
- No law enactment/version/status change.
- No production gate activation.
- No handler Phase-B activation.
- No auto-approve bypass.
Transaction policy
Use staged commits per docs 93–97, not one giant transaction. Each step must:
- run live preflight;
- create backup/rollback artifacts;
- build only its allowed objects;
- verify immediately after COMMIT;
- stop on any mismatch;
- write KB report docs;
- not continue to next step if current step is not clean.
SB-1 special rule
SB-1 must be last. It must include F-83-1: rewire apr_action_types birth trigger to fn_birth_registry_auto('action_code') before inserting the four APR action-type rows. If the trigger fix cannot be verified, stop before SB-1.
Reporting requirement
The build agent must report per-step preflight, objects created, COMMIT evidence, verification evidence, rollback readiness, stop-condition status, and final residue/no-out-of-scope checks.
This document is the delegated build authorization for the Phase 1 controlled build mission. It does not authorize any work outside the listed scope.
