Verdict

The discovery report is accepted as a strong first anti-forgetting pass, but it is not yet sufficient to start building a new layer. The next step must be a verification/cross-check pass that proves no relevant law/capability/music-player was missed before any implementation or new architecture is proposed.

  • Existing capabilities that must be reused: Pivot engine, birth gate, meta_catalog, approval spine, event substrate, IU/KG substrate.
  • Biggest reuse risk identified: Pivot + counting engine already exists and should not be rebuilt.

Required caution

Do not immediately run OFFICIAL_LISTS_PIVOT_COVERAGE_RECONCILE as implementation. First run a second-pass verification macro:

Purpose:

  • independently cross-check the first discovery;
  • verify the 15-law set against normative_registry/meta_catalog/KB search;
  • search for missing related laws, reports, handoffs, DOTs, functions and registries;
  • verify pivot findings with live objects;
  • verify DOT capability findings with live objects and D35 wording;
  • verify UI Preview Master source/status drift;
  • produce a decision gate: what can be reused, what must be extended, what must not be rebuilt, what remains uncertain.

Principle

This is a conductor problem, not a new orchestra problem. Before composing new work, identify every existing musician and instrument.

Guardrails

  • No mutation.
  • No implementation.
  • No new architecture that duplicates existing laws/capabilities.
  • Every recommendation must be classified as REUSE / EXTEND / WRAP / RECONCILE / DEFER / NEW.
  • NEW requires proof that no existing artifact can cover the need.
