Verdict

Purpose:
- independently cross-check the first discovery;
- verify the 15-law set against normative_registry/meta_catalog/KB search;
- search for missing related laws, reports, handoffs, DOTs, functions and registries;
- verify pivot findings with live objects;
- verify DOT capability findings with live objects and D35 wording;
- verify UI Preview Master source/status drift;
- produce a decision gate: what can be reused, what must be extended, what must not be rebuilt, what remains uncertain.
Principle
This is a conductor problem, not a new orchestra problem. Before composing new work, identify every existing musician and instrument.
Guardrails
- No mutation.
- No implementation.
- No new architecture that duplicates existing laws/capabilities.
- Every recommendation must be classified as REUSE / EXTEND / WRAP / RECONCILE / DEFER / NEW.
- NEW requires proof that no existing artifact can cover the need.
