Current status
The implementation gateway is complete. No approval artifact was found, therefore no commit was made. This was correct.
The six-object view/function layer is commit-ready after human RG1/RG2 ratification. The live count gap is now much smaller than earlier reports: leaf-scoped net_gap collapsed to +132, explained by 3 drift rows plus 5 unmeasured rows.

Main blockers
- No human/council approval artifact — no COMMIT allowed.
- Pivot coverage is low: 21/160 leaves backed; 139 PIVOT_MISSING + 5 unmeasured.
pivot_definitions.parent_codeis NULL on all 37 pivots, so tree remains flat.- Phantom remains LAW_DEFINITION_GAP and must be source_model-aware.
- Threshold registry and registry_pin are still proposal-only.
- Legacy
/knowledge/registriesand/api/registry/healthstill violate Đ28 until replacement is committed and UI is moved.
Direction
Next should be a large, combined human-gated macro:

- never self-approve;
- never hardcode.
