Verdict
Governance Phase-1 is engineering-complete and release-ready, but not yet production-active enough for Registries-Pivot to rely on it as live governance truth. Production currently has an inert skeleton and live seam/gap views; clone has proven the full behavior. To avoid making the last half-week meaningless, the next step must be a large live-adoption / RP-bridge macro, not more design or rehearsal.
Evidence
Agent Data handoff states production is gated: os_proposal_approvals=0, ownership=0, gap=210, axis/topic absent, scanner state empty. It also states clone-proven gap0/axes/topic/scanner/UI views are not production truth. Prior RP governance audit states pivot definitions are governed objects by law and that grouping/policy tables were absent from live PG at that time.
Decision
Registries-Pivot may resume only after a live-adoption bridge is created. The bridge must either:
- execute the gated production rollout if a legitimate gate exists; or
- if gate remains closed, create a strict RP integration contract that uses only production-live read-only governance interfaces plus clone/staging evidence, while clearly blocking any assumption of production gap0/axis/topic truth.
The macro must not do small follow-up work. It must decide and implement the maximum safe live adoption path, then hand off to Registries-Pivot.
