Backfill evidence for the 60 iu_relation edges where derivable. Decide & document universal_edges provenance posture (the 2199 integer edges). Add read-only DOT helpers for edge insertion/validation. Keep v_kg_edges_all the single read surface; no hidden SoT; vector stays off.

P3 — Master Design Reconciliation Follow-up. Apply the doc-03 patch list into v0.6-iu-4mothers-event-foundation-rev2 so the design matches live (b/c/f done, gate protocol enacted-dormant, KG enriched view, Candidate Registry birth-rehearsed, pilot-ready, 4-gate board). Verify no remaining "paper" mislabel of live machinery.

P4 — P-pub Staged Promotion. Commit the explicit iu_create.ppub.enforcement_mode='warn' config key (S1, safe). Prepare council decision memo for the fn_iu_create authority_ref signature change (trailing nullable param + _plan twin + gateway allowlist impact). Produce backfill-via-supersede script for the 133/219 IU lacking publication authority. Do NOT enable block_new.

P5 — Production review_decision (G3). Read the walled cutter_governance verdict/status/reviewer_class/governance_event_kind CHECK vocabularies (workflow_admin). P7 — 4 Mothers Factory Registration (G4). Decide capability schema (jsonb column vs factory_capability table); enact the Đ7 Assembly-First clause for created_by_law; insert the 4 GOV-MO* factory rows (status='draft'); populate the capability matrix (create-one/reference-many/own-none-else). Prove ownership lattice disjoint + every output has a birth/collection/species/governance path live.

P10 — IU Pilot Day 1. Execute doc-10 §4 on ≤5 new IU: create_plan→create→in-tx manifest+review_decision→enact→fresh-conn verify→read-backs→lawful retire of test rows. Full evidence folder. Stop on any stop-condition.

P11 — IU Pilot Monitoring Week 1. Daily fn_iu_gate_verify_closed + fn_iu_kg_edge_audit + count deltas + dot_iu_command_run audit; weekly rollup; tune stop conditions; confirm zero unexpected mutation. Produce a week-1 readiness verdict for wider pilot.

P12 — 4 Mothers Phase 0 Implementation. With G1–G4 cleared, design (not run) the Phase-0 Mother instantiation contract: how a Mother config envelope → a single governed output object via the birth contract + a review_decision proposal, fully gated, idempotent, DLQ-safe. Still no runtime/UI.

P13 — MOW Config-Only Prototype. Build MOW's config envelope + its workflow-output birth template (workflows collection) as a governed, gated, non-executing prototype. Prove it would create exactly one workflow object with full birth/governance path and emit mother.output.created (not delivered). No bpmn execution, no UI.

P14 — MOT Config-Only Prototype. Same for MOT → tasks collection. Prove single-output ownership, references to IU/field_registry read-only, no double ownership, gated proposal path. No task execution.

P15 — MOIT/MOUT Config-Only Prototype. Same for MOIT (input_form_registry/field_registry) and MOUT (design_templates), which depend on G1 births. Prove input/output template envelopes, reference-only links, birth/governance paths. No form rendering, no Nuxt, no Directus.
