Run trigger: when a human-president has cast (or is ready to cast) PROC-OWN approve votes, OR a UI operator is available to resolve web-test.git divergence. Completion: official AX-PROCESS RP ≥1 (job:cut); AX-PROCESS axis ACTIVE; process-axis dashboard deployed; cross-axis panel live. Phases (8):

1. Dual-path drift re-verify + birth guard.
2. Confirm president votes present (apr_approvals) — else STOP at this gate.
3. Execute PROC-OWN-01 (axis owner) via handler with real authority; read-back ownership.
4. Execute PROC-OWN-02 (axis canon) → axis_registry ACTIVE; read-back.
5. Execute PROC-OWN-03 (job:cut) → axis_assignment; verify official RP 0→1.
6. PROC-OWN-05 event activation (if voted) → 7 process.* active.
7. UI: resolve divergence, build, deploy process-axis + cross-axis dashboard.
8. Reports + checkpoint + MCP read-back. Allowed: guarded canon writes WITH president authority; UI deploy WITH operator. Forbidden: any write without the live vote; force-push public main; fake official. Blockers: president vote / UI operator. Safe branches if blocked: re-verify, refine packet, content re-publish.

MACRO 2 — INFORMATION_PIECE_AND_DOTKG_REALRUN_TRIGGER_CANON_CLOSEOUT

Objective: First safe dot:kg REAL_RUN, AX-TRIGGER canon prep→canon (with authority), and full D11–D17 content bodies. Run trigger: when dot:kg family owner (PROC-OWN-04) exists and real-run authority is granted, OR to advance trigger canon + content regardless (content branch is always safe). Completion: dot:kg real_run_observed (1 passing correlated REAL_RUN) OR exact preflight blocker; AX-TRIGGER canon-ready/canon; D11–D17 published. Phases (9):

1. Dual-path drift + v_dotkg_realrun_preflight gate read.
2. PROC-OWN-04 owner (if authority) → dot:kg family owner.
3. Contract promotion DRY_RUN→REAL_RUN (governed) + dot_config ladder flips.
4. Executor health + selfcheck + 403 negative control.
5. One correlated REAL_RUN; verify PASS + zero out-of-namespace writes; else STOP.
6. Promote dot:kg evidence; scope 10-process split (owner-gated).
7. AX-TRIGGER canon prep → (with authority) TRIG-OWN sequence.
8. Publish D11–D17 full bodies + bilingual exec summary.
9. Reports + checkpoint + MCP read-back. Allowed: REAL_RUN ONLY when preflight=ALL_GATES_GO + authority; content always.
