Dependencies before P7 can be authored

1. real N7 authored over A1/A2/A3/A5 + ratified N6 candidate;
2. real N8 detached seal authored by Codex;
3. Codex report document_id@revision + checkpoint document_id@revision;
4. A1 approval_event_id.

Output + rollback

• Authored output: authority_seal_pin_sha256 via encode_real_p7() (prose-only pin rejected SEAL_PROSE_ONLY_PIN_REJECTED).
• Failure / rollback: P7 is an additive authority pin document. If a P7 attempt fails or must be revoked, rollback = do not publish the pin (or supersede the pin document). No production state changes — P7 mutates nothing in production. A later SSOT edit after a real pin requires a new re-seal cycle.

Values remain CANDIDATES until Codex authors P7. P7 cannot be authored while the authority inputs (A1/A2/A3/A5, owner decision, Codex signer, real N7, real N8) are missing.
